She examines when law reform is likely to be effective, and when outcomes are instead shaped by administrative capacity, sequencing, institutional coordination or support. This work has informed the development of the i-MADE framework (Identify, Map, Analyse, Design, Evaluate), which provides a structured approach to translating research into responsible intervention design without defaulting to law-first solutions or technical optimisation. This framework is currently being explored by UNESCO for use in community and policy guidance materials. Kylie's scholarship spans Indigenous governance and self-determination, cultural heritage, intellectual property, natural resources, access and benefit-sharing, ecologically sustainable development and post-appeal justice. She has contributed to multiple law reform processes and currently serves on the Independent Panel for the Review of the Sandalwood (Limitation of Removal of Sandalwood) Order in Western Australia, where she brings socio-legal and participatory expertise to questions of regulatory design and community impact.
